The Russian Ministry of Industry and Trade has proposed restricting state procurements of foreign equipment for the food and processing industries. The corresponding draft government decree has been published on the portal of legislative initiatives.
The proposal suggests banning state procurements of foreign refrigerated counters and display cases, equipment for washing, filling, capping, or packaging bottles and other containers, for milk processing and production, for grinding or treating grain or dried vegetables, winemaking equipment, cider, fruit juice, or similar beverage production equipment, industrial food preparation or heating equipment, confectionery industry equipment, cocoa powder or chocolate production equipment, and meat or poultry processing equipment, as well as other types of machinery.
The document also proposes limiting the procurement of equipment for pasta, spaghetti, and similar product manufacturing, sugar production, brewing, fruit, nut, or vegetable processing, tea or coffee processing, beverage preparation or production, and fish product manufacturing.
"The implementation of the proposed decree will facilitate the development of domestic food and processing equipment production to ensure the technological independence of the Russian Federation, as well as reduce the share of foreign equipment purchased through budget-funded procurements," states the explanatory note accompanying the draft.
The decree may come into effect on January 1, 2026.
