Uzbekistan introduces a new technical regulation for packaging and closure materials.

On February 24, the Cabinet of Ministers of the Republic of Uzbekistan approved a new technical regulation titled "On the Safety of Packaging and Closure Materials," which introduces unified requirements for packaging and closure materials made from various materials, including metal, polymers, rubber, composite materials, paper, cardboard, glass, wood, textiles, and ceramics, according to the Russian Export Center (VEB.RF Group).

This regulation will come into force on August 26, 2025, and will replace the current standard "On the Safety of Packaging in Contact with Food Products."

"Unlike the previous regulation, the new document covers not only food packaging but also packaging for perfumery and cosmetic products, as well as industrial and household goods: light industry products, toys, household chemicals, paints and varnishes, and many other items. A full list of products subject to the new requirements, along with Uzbekistan's HS codes, can be found in the annex to the regulation," the statement reads.

However, as noted by the Russian Export Center (REC), the provisions of the new regulation do not apply to pharmaceutical product packaging, medical devices and equipment, tobacco products, hazardous goods, as well as cargo containers and pallets.

The new regulation also includes procedures for conducting tests to determine sanitary-hygienic indicators and safety standards for substances released from packaging and sealing materials that come into contact with food products. Once the regulation comes into effect, compliance certification for packaging and sealing materials will become mandatory and will be carried out in the form of a declaration of conformity. Products whose compliance is not confirmed will not receive a conformity mark and will not be allowed into free circulation.
